If full removal within 60 days is impossible, opaque covers restricting use are allowed for an additional 30 days (ground-fixed poles excepted from covering), after which all hardware must be removed. No reader count or completed shutdown/removal inventory is given. Fixed-network agreements with any provider require subsequent Council action; Attorney to return a resolution within 30 days.
